Was on the verge of ordering a new motherboard because I was starting to suspect a hardware issue until I saw multiple posts on reddit and other sites of people having the same issues. Positive it's caused by something messed up in the latest cumulative update for Windows 10 because as soon as I uninstalled update KB3140743 I can't reproduce this bug. Only thing that will make it stop is forcing a shut down by holding the power button and rebooting. The mouse buttons will stop working, and the mouse cursor/input starts moving really slow and laggy and the computer makes a beeping noise constantly from the speakers if the mouse is moving or I click a button on it. If I plug in my Xbox one controller while running a game it causes my mouse input to go crazy. It happens for me on pretty much any game. I've already tried everything and I have no clue.This is a really nasty bug. As soon as I press F4 or any other mod menu key, nothing works. I then added a heapadjuster to help with that and the game launches flawlessly, as I load into the game all the cars I added are there and NVE working fine as well. As soon as I launch the game it crashes after clicking story mode. I then added a car pack which was the latest one for 2021 so everything is updated into my GTA V folder. As I launch the game everything works as planned all the trainers work and everything and the ENB.

I then added NVE followed all the tutorials and I proceeded to launch the game to check for any errors. I created a backup of my GTA V and proceeded to mod the other files. I've been playing GTA V for a while now and I decided that I wanted to add mods such as NVE and some car packs to immerse my experience.
